Update: Oracle + Downstate: Human Resources Tools Coming Soon

Downstate is preparing to launch Oracle Human Capital Management (HCM), Oracle Recruiting Cloud (ORC), and Goals and Performance on July 20, 2026.

Oracle will serve as a “single source of truth” for HR and personnel processes, helping streamline operations, reduce siloes, and improve efficiency across the institution.

The new cloud-based system will support the full employee lifecycle, including hiring, promotions, salary and position changes, resignations, terminations, and rehiring, while ensuring personnel data remains accurate and accessible in one secure location. While Oracle will modernize administrative workflows, employees’ day-to-day responsibilities will not change.

For everyone: State-paid employees will be able to update personal information and download employment verification letters directly through the system.

For managers: You will submit HR transactions digitally through Oracle, replacing paper forms such as the UP1/UP2, P-10, and financial review forms.

To support the transition, temporary blackout periods will be implemented to ensure a smooth migration from paper-based to digital processes.

Important Dates

  • May 20, 2026        Deadline to submit employment transactions to Finance
  • June 4, 2026         Deadline to submit requests for new and backfilled positions
  • June 29, 2026       Deadline to submit new hire selections to Finance
  • July 20, 2026        Oracle HCM launch date

Any transactions not submitted by these deadlines can be entered into Oracle beginning July 20, 2026.

Additional training opportunities, implementation updates, and resources will be shared with the Downstate community as the launch approaches.
