Business Reply Mail (BRM)

A permit is used when you wish to provide pre-addressed postage paid reply cards or envelopes in your mailing. BRM allows the permit holder to receive First-Class mail processing back from addressee. In this way, you pay only the postage on the mail that is returned by the addressee through the USPS. When designing a BRM mail piece or label, user departments must plan the lead time to print envelopes with the BRM permit indicia; consult with the Mail Services department. The piece must conform to a specific format to qualify as BRM including a unique ZIP+4 code assigned by the USPS.

NOTE: Mail Services CANNOT affix first class postage to reply envelopes; This violates USPS regulations. You need to provide sufficient time to pre-print Business Reply envelopes with the appropriate USPS indicia requirements

New requirements for Intelligent Mail Barcode (IMB) on Business Reply Mail (BRM), Qualified Business Reply Mail (QBRM), Courtesy Reply (CRM) and Meter Reply Mail will now be required to have the new Intelligent Mail Barcode (IMb) in place of the current POSTNET barcode, Specifically:
· if you have any envelopes that contain a preprinted POSTNET barcode you will be required to change over to the new IMB. This will necessitate the printing of new envelopes with the new IMB printed on them.
· If you are claiming automation discounts on your outgoing mail pieces you will be required to use the IMB to continue receiving that discount.
· If you are currently utilizing preprinted Business Reply Mail (BRM) or Courtesy Reply Mail (CRM) envelopes and are not yet using the IMB on your reply mail you will be required to change to the new IMB to continue receiving that service.
· If you are planning on printing new reply envelopes or replenishing your depleted stock of reply envelopes, you will need US Postal Service Artwork that contains the new IMB to provide your envelope printing vendor. When your new envelopes are printed with the new IMB you may begin using them immediately.
