Certificate of Need (CON) Applications

The Planning Office is responsible for overseeing the submission, tracking, and completion of all Certificate of Need (CON) applications as well as scheduling site visits related to CON with the New York State Department of Health (NYSDOH).

Planning works closely with Hospital Leadership, Facilities Management and Development (FM&D), Hospital Finance, Regulatory Affairs, Environmental Services, and Accounts Payable to submit all projects that may require CON.

What is Certificate of Need?

New York State's Certificate of Need process governs establishment, construction, renovation and major medical equipment acquisitions of health care facilities, such as hospitals, nursing homes, home care agencies, and diagnostic and treatment centers.

Types of Health Care Facilities Subject to CON Process

As a hospital or Article 28 facility, University Hospital of Brooklyn and its satellite locations are subject to the CON process.

What Types of Clinical Projects Require CON?

Any of the following projects affecting the clinical enterprise require CON:

  • Construction
  • Modification of Building Systems
  • Establishment
  • Relocation
  • Expansion
  • Contraction

There are some instances in which only a notification letter to NYSDOH is necessary.  The type of communication/application needed is determined by the project type and cost.
