SUNY Downstate Health Sciences University’s Credit Card Programs

The Downstate Credit Card Programs include PCard, TCard, and NET Card, all widely accepted Visa cards issued by J.P. Morgan Bank. They are designed to provide a more efficient means of making routine purchases and processing business travel by reducing paperwork and wait time on these transactions. This allows more purchasing responsibility and control at the department level and streamlines the purchasing and reimbursement cycles.

What You Need To Know

Tax Exemption: As a state entity, SUNY Downstate is tax-exempt. Please ensure vendors do not charge sales tax on purchases.
Submission Deadlines: PCard and NETCard expense reports are due on the 10th of every month. TCard expense reports are due 30 days after travel.
Meal Reimbursements: Reimbursements are limited to the per diem allowance (Method 2) for breakfast and dinner based on destination. Refer to Guide to Financial Operations XIII, 4.D. Day trip meals are reportable as income.
Restricted Items: Cards cannot be used for personal purchases, alcohol, or cash advances.
