Guidelines on Limited Submissions and Center Grants Submission

Limited Submissions

Limited submissions are funding opportunities in which the sponsor restricts the number of applications or proposals a campus can submit to that agency. The Office of the Senior Vice President for Research (SVPR) is responsible for overseeing the limited submission selection process, ensuring fairness and transparency. The SVPR will make the final determination regarding the submissions from Downstate Health Sciences University.

For limited submission opportunities that have a broad scope and are likely to be of interest to multiple faculty members, the Office of the SVPR will actively notify the research community. In such cases, the SVPR will solicit a letter of intent (LOI) from interested faculty members to gauge their intent to submit a proposal.

For limited submission opportunities that are focused on relatively narrow fields of interest, the Office of the SVPR will directly convey the opportunity to eligible faculty members who have expertise in the relevant area (e.g. sharing with a department or school). Faculty members will be informed about the submission process, requirements, and deadline for these opportunities.

In the event that the SVPR receives more potential submissions than the campus is authorized to submit for a particular limited submission opportunity, the SVPR Office will evaluate the potential submissions based on predetermined criteria, such as the project's significance, feasibility, and alignment with the sponsor's objectives. In most cases, an ad-hoc review committee will be established to assist with this determination. The committee will be composed of impartial and knowledgeable individuals with relevant expertise. Their role will be to evaluate and compare the potential submissions based on predetermined criteria, such as the project's significance, feasibility, and alignment with the sponsor's objectives. The ad-hoc review committee will make recommendations to the SVPR, who will ultimately decide which submissions will proceed on behalf of Downstate Health Sciences University.

Faculty should not proceed with a response to a limited submission opportunity without obtaining approval from the Office of SVPR. The Office may be notified of any submission opportunity at svp-research-office@downstate.edu. Notification of a grant submission opportunity does not gurantee endorsement by the SVPR Office, and a process may be enacted to ensure a fair and transparent process for all internal nominations.

Center Grant Submissions

The Office of the Senior Vice President for Research (SVPR) can provide project management support for center grant applications. 

To avoid duplicate or highly overlapping applications, faculty should not proceed with a submission for a center grant opportunity without their school/college’s approval. The Office of the SVPR may be notified of any submission opportunity or intent to submit at svp-research-office@downstate.edu. The SVPR makes the final determination as to which submissions will be permitted from Downstate Health Sciences University.
