Course Fee Hardship Waiver Policy

Due to circumstances wherein students may have exhausted their accessibility to financial aid resources that are exclusive of loans or other debt-related options, they may apply for a financial hardship scholarship of all or part of course fee in a academic course in which an additional course fee is charged (exclusive of the tuition charge). In reviewing the Waiver Application, Downstate will consider a student's total cost of attendance and other applicable costs against applicable financial aid resources.

Students must submit a Course Fee Hardship Waiver Application for each semester and for each course which has a course fee that they are wishing to waive for consideration. Students who demonstrate financial hardships resulting from a course fee may qualify for a hardship waiver. A student must meet ALL of the following criteria to be considered:

Criteria for students to apply:

  • Must be a full-time student
  • Must be eligible to receive federal financial aid
  • Must apply for federal financial aid and accept all financial aid for which student is qualified (not including the federal parent PLUS Loan).
  • Have exceeded or exhausted all financial aid
  • Total qualified educational expenses (tuition, fees, room and board, and other expenses related to the Cost of Attendance) must be greater than your financial aid package (state and federal supplemental grants, or other scholarships)
  • Grants, scholarships, and other waivers/exemptions received by the student must be less than the total cost of attendance.
