The Office of IFR Management & Budget Administration is responsible for the following offices:
- IFR Office - This office monitors the fiscal integrity of the Downstate Medical Center's IFR (Income Fund Reimbursable) accounts and provides IFR accounting services to Downstate's Administration, Academic Affairs, University Hospital, and Research Foundation. The office also manages the funds received from Kings County Hospital Center (KCHC) and other affiliates.
- Budget Administration - This office is responsible for the financial planning and analysis of Downstate's resources. It manages the budget process for the various funding sources such as State Purpose, Hospital, Dormitory, Endowment and IFR's, and participates in the operations and investment planning of the HSCB Foundation, Inc. and Downstate Technology Center, Inc. The office generates reports on fiscal conditions, provides revenue projections, monitors the collection of revenue, and manages the distribution of departmental funding. It also approves all transactions requiring the use of centerwide funds, processes Graduate Research Initiative funding requests, and reviews all academic and administration personnel transactions for fiscal appropriateness. A monthly financial update book is prepared by the office and distributed to the institution's senior management.
- Affiliations Office - This office manages the $15 million KCHC affiliation contract with New York City Health and Hospitals Corporation to provide professional services to many KCHC departments, including Psychiatry, Radiology, Emergency Medicine, etc. The office works with KCHC management on fiscal matters related to the affiliation contract, e.g. approval of budget, monitoring of expenses, and appointments and salary increase reviews. It also works with the Graduate Medical Education Office to monitor the residency programs pertaining to KCHC.
